Job Description:

The essential duties for this job include: Safety Officer I:* Assists in coordinating/processing permits and licenses with applicable resource and regulatory agencies; assists in preparing and maintaining currency of Tier Two and Workplace Chemical Lists.* Assists in maintaining a comprehensive written hazard communication program for the district.* Maintains liaison with regulatory bodies for most current rules, regulations and operations information.* Coordinates safety meetings; usually involves planning, conducting, coordinating schedules and providing literature and audio-visual material.* Inspects equipment and work areas.* Investigates employee accidents, prepares reports and maintains records; identifies injury types and accident causes, recommends preventative actions and conducts follow-up investigations.* Plans, schedules and assists with administering training on safety issues including defensive driving, CPR, first-aid, fleet safety and hazardous materials; maintains applicable training records.* Plans, schedules and monitors programs or activities that promote employee safety and accident prevention.* Provides safety information for bulletin boards and employees.* Performs other job responsibilities as assigned. Safety Officer II:* Monitors compliance with material safety data sheet (MSDS) requirements and monitors and recommends updates for Spill Prevention Control and Countermeasures (SPCC) plan.* Coordinates and schedules employee safety awards and the annual Safety Awards Banquet/Truck Roadeo.* Coordinates safety meetings; usually involves planning, conducting, coordinating schedules and providing literature and audio-visual material.* Coordinates/processess permits and licenses with applicable resource and regulatory agencies; prepares and maintains annual Tier Two and Workplace Chemical Lists and submits reports at least annually.* Develops localized polices, procedures, guidelines and rule interpretations to comply with federal, state and local rules and regulations.* Investigates employee accidents, prepares reports and maintains records; identifies injury types and accident causes, recommends preventative actions and conducts follow-up investigations.* Plans, schedules and administers training on safety issues including defensive driving, CPR, first-aid, fleet safety and hazardous materials; maintains applicable training records.* Inspects equipment and work areas.* Plans, schedules and monitors programs or activities that promote employee safety and accident prevention.* Provides safety information for bulletin boards and employees.* Performs other job responsibilities as assigned. Competencies The required competencies for this job include: Safety Officer I or II:* Administrative practices and procedures to include writing, editing, and report writing techniques, recording meeting notes, record keeping and records management* Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems* Conducting hearings, interviews and investigations* Applicable laws, rules and regulations* Investigative practices and procedures* Researching analyzing and interpreting policies and state and federal laws and regulations* Speaking to present images and ideas in a clear, concise, organized and interesting manner to optimize audience understanding and keep the group focused* Training in a classroom, office and field environment* Maintaining a safe working relationships with others* Preparing and maintaining confidential and sensitive records, files and reports Education This job requires the following: Safety Officer I or II:* Bachelor's Degree in Industrial Safety, Industrial Technology, Business Admin or related discipline Work Experience This job requires the following: Safety Officer I* NONE Required* (Experience can be satisfied by fulltime or prorated parttime equivalent)* No supervisory experience required.* Relevant experience may be substituted for education on a year per year basis. Safety Officer II* 1 year in Occupational safety, Industrial hygiene or related work areas.* (Experience can be satisfied by fulltime or prorated parttime equivalent)* No supervisory experience required.* Relevant experience may be substituted for education on a year per year basis. Licenses and Certifications The following Licenses and/or Certifications are required for this job:* Valid Driver's License* Safety Impact Certificate Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification will be issued by TxDOT at the time of hire. Other Conditions:* This is a Safety Impact position and will be subject to random drug testing. Conditions of Employment* Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification will be issued by TxDOT at the time of hire.* Must pass a drug test prior to employment for safety impact positions. Safety Impact employees will be subject to additional drug and alcohol testing during employment.* Required to work weekends and holidays.* Required to work hours other than 8 to 5.* Required to work under exposure to inclement weather conditions.* Required to wear personal protective equipment provided by employer and comply with all safety requirements.* Must attend work regularly and observe approved work hours.
