Job SummaryRevised: 11/12/2021Operates heavy equipment used for refuse and branch/brush collection and disposal at the City of Laredo landfill such as: truck mounted knuckle-boom grapple loader, front loader, roll-off truck, rear loader, and other types of refuse collection vehicles. Job DescriptionKNOWLEDGE, SKILLS AND ABILITIES:* Knowledge of City ordinances pertaining to municipal solid waste collection and disposal services.* Knowledge of preventive maintenance procedures of assigned refuse/brush collection equipment.* Knowledge and ability to implement all applicable traffic laws and rules for vehicle and equipment operation.* Knowledge of local and regional traffic patterns and/or geography, road systems, and locations of major streets, landmarks, and buildings.* Knowledge of the work hazards, applicable safety precautions, and city safety rules and regulations associated with assigned equipment.* Knowledge of and skill in operating various types of heavy equipment such as truck mounted knuckle-boom grapple loader, front loader, roll-off truck, rearloader, and other types of refuse collection vehicles.* Ability to operate levers or pedals and make fine, highly controlled muscular movements to adjust the position of control mechanisms.* Ability to work independently or as a team to complete daily activities according to work schedule.* Ability to make independent decisions in accordance with established policies and procedures.* Ability to maintain good planning and organizational skills.* Ability to take and follow directions from supervisor.* Ability to give directions to and gain compliance from assigned staff.* Ability to perform strenuous and routine work.* Ability to maintain a valid Texas Commercial Driver License and a good driving record.* Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.* Ability to project a positive and professional image of the City of Laredo.* Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.* Ability to comply with all City of Laredo's policies and procedures.* Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:Work is performed inside and/or outside a stockroom or warehouse. Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive dampness, chill, heat, humidity, intermittent noise, and inclement cold weather. Work may be exposed to a variety of environmental conditions, such as: unknown & dangerous conditions, unusual environmental stress, contagious infectious disease, irritating chemicals, life-threatening situations, dry atmosphere, solvents, dirt, grease, oils, silica, asbestos, dust, constant noise, pneumatic vibration, fumes, smoke, gases, radiant/electrical energy, and slippery/uneven walking surfaces. Capable of working closely with others or alone, working long or irregular working hours, working shift work and/or weekends, working with protective devices, working below ground, working on ladders or scaffolding, working around moving objects or vehicles, working around machines with moving parts and objects, working with hands in water, and traveling by car 100% of the time. Ability to operate a motor vehicle and mechanical equipment; Work requires light to heavy carrying and lifting (under 15 pounds up to 45 pounds and over), straight pulling, pulling hand over hand, simple grasping, dual simultaneous grasping, repeated bending, sitting, standing, pushing, crouching, crawling, twisting, kneeling, stooping, climbing stairs and ladders, walking, and reaching above shoulders. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:* Carry out and complete assigned WebQa/311 work orders, picking up branches, bulky items, and/or reports from within the department in the allotted time period.* Maintain constant vigilance of surrounding conditions such as citizens, equipment, property, overhead power lines/wires, etc. in order to assure that operations are conducted in a safe manner.* Manipulate and/or operate a truck mounted knuckle boom grapple loader and other equipment specific to associated division within the department to collect brush and/or bulky materials for disposal at the City landfill. Operate a front and rear loader to cover other routes when needed.* Conduct basic maintenance on equipment including but not limited to lubricating grease points, tightening loose hydraulic hoses, washing, brushing, and cleaning the truck's interior cabin to ensure a clean and professional image.* Respond appropriately to all emergencies and required to be on standby (on call waiting to be engaged to work) when necessary or as requested by management.* Trains and/or assists in the training of employees by relying on previous experience and capability to use the tools and equipment to achieve the objectives of the position as requested by management.* Assists other personnel in the department whenever necessary in performing unskilled or semiskilled labor such as directing traffic, trimming trees, and all other related duties as needed and/or requested by management.* Must follow all rules of telephone and/or hand held radio courtesy in all communications.* Will be required to drive a City vehicle for City business use.* Performs other related duties as assigned.Minimum QualificationsApplicants must meet one (1) of the following 2 options to meet the minimum qualifications for this position:Option 1High school or G.E.D.* AND-At least two and a half (2.6) years of experience as a heavy equipment operator (examples of heavy equipment are: backhoe, bulldozer, roll-off, grapple truck,front loader, rear loader,scraper, grader, automated refuse truckor trash compactor, etc.)Option 2At least five (5) years of experience as a heavy equipment operator (examples of heavy equipment are: backhoe, bulldozer, roll-off, grapple truck,front loader, rear loader,scraper, grader, automated refuse truckor trash compactor, etc.)Valid Licenses and CertificationsValid Texas Commercial Driver License (CDL) class A or B is required.** If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.A person with a disability who needs a reasonable accommodation related to a selection process is requested to contact the Human Resources Department at two days prior to the scheduledinterview and/or test if applicable."AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER, THE CITY COMPLIES WITH THE AMERICAN WITH DISABILITIES ACT."
