The Project Manager will be responsible for project planning and development, oversight of project real estate and environmental requirements, management of risk, project communication management, tracking the progress of the project scope, configuration management, budget and schedule management, and contract RFP review Essential Duties & Responsibilities: * Provide support to all project requirements, which includes providing acquisition program management consulting and analysis as required to facilitate the success of specific programs. * Assist the Program and Project Managers in managing and coordinating acquisition activities that may consist of monitoring required procurement timelines and milestones, assisting in the preparation and development of acquisition documentation, acquisition program documents, plans, and performance measures, and providing advice and assessments throughout the acquisition process. * Provide assistance in the development of a variety of acquisition-related documents (Statements of Work, Performance Work Statements) in accordance with U.S. Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), General Services Administration (GSA), CBP, Homeland Security Acquisition Regulation (HSAR), and Federal Acquisition Regulation (FAR) regulatory requirements, and applicable policies, procedures and/or Federal directives * Assist the Government in the preparation of Market Research, Determination of Findings, and Analysis of Alternatives (AoA) documentation * Assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements * Collect and analyze data in order to estimate the time, money, materials, and labor required to complete a project and/or procure a product. * Develop templates and document processes related to the cost estimating process and serve as the cost estimating subject matter expert for the PMO * Provide support to the PMO by monitoring maintenance work and tracking the completion, assisting the Government in developing repair solutions for facilities, and developing task and project documentation as required * Support the Government by overseeing every phase of a facilities, tactical infrastructure, or towers construction or alteration project from initiation to close out * Track and report progress of alterations, construction, quality of work and materials for each Project, and validate conformity with project drawings, specifications, and good practices * Assist in recommending solutions for specific problems that arise during site visits through written reports and/or oral presentations * Provide quality assurance planning by developing and implementing quality assurance methods, defining proper acceptance criteria, and establishing appropriate milestones and signatory procedures for the acceptance of deliverables under each project * Provide support to quality assurance functions, to include process control and monitoring, performance metrics and measurement, risk analysis, mitigation and management, quality control metrics reporting, problem reporting and corrective actions follow up, and lessons learned analysis * Assist the Government in conducting site visits, conducting project evaluations, developing project requirement documents (PRD), Statement of Work (SOW), or Performance Work Statements (PWS), and managing the inputs required for successful project completion * Assist in evaluating and analyzing alternative means to acquire project solutions * Provide oversight and technical support on construction sites and project inspections and make recommendation on solutions for specific problems as well as conduct site visits * Review and consolidate final project closeout documentation to include as-builts, O&M Manuals, CAD files, and any additional documentation available to the Government that finalizes the project * Provide configuration and change management support to include documentation and deliverable management and control and adherence to change control procedures. * Conduct risk management activities from project inception through closeout. * Ensure all project data is updated in TRIRIGA and FITT (or their replacements). * Monitor maintenance work and track the completion, assist the Government in developing repair solutions for facilities, and develop task and project documentation as required Supervisory/Management Authority: * This position will not have supervisory or management authority Education and/or Experience: * Bachelor's degree * Five (5) or more years' direct work experience; preferably in a federal setting Knowledge, Skills and Abilities: * Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint). * Strong written and verbal communication skills. * The ability to obtain a Clearance or Common Access Card (CAC) * Ability to successfully pass a drug screen and federal background check Work Environment: * This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
