Job Summary Please note that due to the recentCOVID-19impact, there may be delays in the selection process. Performs general and specialized clerical and fiscal work for the Municipal Court which will require the exercise of judgment to apply prescribed procedures and methods to routine matters. Prepares and maintains accurate court records, provides customer service, assists defendants with their court appearances, and provides information to defendants on available court procedures. Job Description KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of court procedures, forms, and legal terminology. Knowledge of business English, spelling, and arithmetic. Knowledge of modern office practices, procedures, methods, and equipment. Knowledge of effective customer service procedures. Ability to operate a variety of office equipment. Ability to maintain complex court clerical records and prepare reports from such records. Ability to understand and follow complex written and oral instructions. Ability to establish and maintain effective working relationships with elected officials, the general public, and others. Ability to make independent decisions in accordance with established policies and procedures. Ability to maintain good planning and organizational skills. Ability to use computer hardware, various software programs and technology, including word processing and spreadsheet programs. Ability to maintain a valid Texas Driver License and a good driving record. Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints. Ability to project a positive and professional image of the City of Laredo. Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language. Ability to comply with all City of Laredo's policies and procedures. Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position. PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed inside and/or outside an office or stockroom. Capable of working closely with others and traveling by car 1% of the time. Ability to operate a motor vehicle and office equipment; Work requires light carrying and lifting (under 24 pounds), simple grasping, sitting, standing, kneeling, stooping, and walking. Ability to see, write, read, count, identify shade of colors, and hearing is needed to perform the essential functions of this job. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: Performs data entry duties; operates data entry equipment in order to input data directly into the computer; verifies the accuracy of the keyed data; enters a variety of accounting and/or statistical information including traffic violations, case updates, cash receipts, closed tickets, etc; prints reports as required. Performs cashier duties; receives payments from defendants paying in person for traffic citations, city ordinance, and state violations; issues receipts for payments received by mail; balances receipts; prepares daily deposit slips in accordance with City Cash Handling Policy procedures. Types and mails letters including but not limited to: seat belt and defensive driving courses, failure to comply letters, promise to appear letters, reset letters, contempt letters; files letters, tickets, etc. Assists the public by determining if they want to see the judge or pay the ticket; assists defendants by locating traffic citations, or providing other information on court procedures. Completes and verifies capias pro fines, warrants, subpoenas, summons, etc; updates list twice a month. Prepares trial docket; ensures all appropriate processes are followed and letters are mailed to defendants. Makes copies of judgments, letters, on account permission slips, etc. Answers, screens, and routes department telephone calls to appropriate destinations; greets and replies in person, by telephone, or by correspondence to inquiries from visitors and callers; supplies information on department policies and procedures, traffic citations, fines, etc.; refers more difficult inquiries to an appropriate official. Indexes cases disposed the previous day; posts charges associated with case, calculates amount of each charge, and balances with traffic receipts; reports traffic convictions to Department of Public Safety. Assists other clerical staff in performing their duties when required. Assists in maintaining good communication between staff, visitors, and other business contacts. Must follow all rules of telephone courtesy in all telephone communications. Will be required to drive a City vehicle for City business use. Performs other duties as assigned. Minimum Qualifications High School Diploma or G.E.D. AND- At least two (2) years of general officeexperience. Valid Licenses and Certifications Valid Texas Driver License If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment. As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment. Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment. Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
